Jakarta, Ditjen Vokasi – Indonesia emas 2045 merupakan cita-cita besar bangsa Indonesia untuk menjadi negara maju dalam rangka menyambut 100 tahun kemerdekaan. Untuk mewujudkan cita-cita tersebut, Indonesia perlu melakukan berbagai upaya dan perubahan dalam berbagai bidang. Salah satunya adalah pengembangan sumber daya manusia (SDM) melalui bidang pendidikan, khususnya dalam pendidikan vokasi.
Pendidikan vokasi dapat menjadi gerbang awal untuk mempersiapkan SDM unggul dan menyongsong Indonesia emas tahun 2045. Hal tersebut diungkapkan oleh Sekretaris Direktorat Jenderal Pendidikan Vokasi, Saryadi, S.T., M.B.A., dalam pembukaan Program Upskilling dan Reskilling Manajerial bagi Kepala SMK berstandar Industri Tahun 2023 yang diselenggarakan oleh Balai Besar Pengembangan Penjaminan Mutu Pendidikan Vokasi Bidang Bisnis dan Pariwisata (BBPPMPV Bispar).
Saryadi menegaskan, “Pendidikan vokasi berperan memastikan bahwa penduduk usia produktif memiliki kemampuan dan kompetensi untuk bisa berkarya sesuai dengan harkat dan martabatnya sebagai warga negara Indonesia. Hal tersebut merupakan salah satu alasan yang menempatkan pendidikan vokasi menjadi salah pilar penting dalam menyongsong Indonesia emas tahun 2045.”
Dalam acara yang diadakan di Jakarta, pada 8 s.d. 14 Mei 2023 tersebut, Saryadi menyampaikan harapannya. Ia mengungkapkan kepada 138 orang peserta yang terdiri atas Kepala SMK wilayah DKI Jakarta dan seluruh Kalimantan, agar program ini dapat menginspirasi peserta untuk melakukan refleksi diri.
“Mari melihat diri kita, apa yang sudah kita perbuat, dan capaian apa yang sudah kita peroleh, untuk melihat titik mana yang bisa diperbaiki. Lalu kita bandingkan dengan praktik-praktik baik yang telah dilakukan oleh SMK lain, supaya apa yang baik dapat diadopsi oleh peserta lainnya,” ujar Saryadi.
Beriringan dengan hal itu, kebijakan Merdeka Belajar merupakan langkah untuk mentransformasi pendidikan demi terwujudnya SDM unggul Indonesia yang memiliki karakter Profil Pelajar Pancasila. Merdeka Belajar merupakan perwujudan pembelajaran yang terfokus kepada peserta didik. Selanjutnya, peran pendidikan vokasi menjadi penting, guna memastikan bahwa penduduk usia produktif memiliki kemampuan dan kompetensi untuk bisa berkarya dan berdaya saing global.
Lebih lanjut, Saryadi menyampaikan bahwa pada tahun 2045, Indonesia akan memasuki masa emas, di mana Indonesia akan menjadi salah satu negara dengan kekuatan ekonomi terbesar di dunia. Untuk itulah pengembangan SDM menjadi pilar yang tak boleh dilewatkan. Hal tersebut dikarenakan Indonesia memiliki kesempatan untuk memastikan generasi saat ini akan memiliki tingkat produktivitas tinggi dan daya saring. Namun, potensi-potensi yang ada itu tidak bisa terwujud manakala kita tidak memiliki sumber daya manusia yang mumpuni.
Dalam kaitannya dengan pendidikan vokasi, Saryadi menjelaskan, ada tiga nilai utama yaitu; nilai pendidikan, nilai ekonomi, dan nilai sosial. Nilai pendidikan menitikberatkan pada bagaimana peran pendidikan vokasi dalam upaya mencerdaskan kehidupan bangsa, seperti tertuang dalam UUD 1945. Selanjutnya, nilai ekonomi yang merupakan salah satu keunggulan yang tidak dijumpai pada jenjang pendidikan lain karena pendidikan vokasi erat kaitannya dengan dinamika perekonomian. Dengan begitu, gejolak perekonomian sangat berpengaruh besar pada perkembangan pendidikan vokasi, contohnya dalam keterserapan tenaga kerja dan teknologi.
“Apabila ada perubahan teknologi yang mempengaruhi struktur ketenagakerjaan, pasti akan berpengaruh juga pada SMK. Konsentrasi pendidikan yang ada bukan tidak mungkin akan kadaluarsa sehingga SMK harus siap untuk merespon perubahan itu,” tegas Saryadi.
Lalu, nilai ketiga adalah nilai sosial. Pendidikan vokasi diharapkan dapat berkontribusi terhadap tatanan sosial di Indonesia. Lulusan pendidikan vokasi diharapkan dapat mempersiapkan generasi mandiri untuk bekerja maupun berwirausaha.
Selanjutnya, Saryadi mengungkapkan bahwa ada cara yang sederhana untuk mengukur bagaimana kinerja pendidikan vokasi, yaitu melalui kebekerjaan lulusan dan kemitraan SMK dengan dunia usaha dan dunia industri (DUDI). Ia menyampaikan, komitmen untuk mewujudkan kualitas pendidikan dapat tercermin dari kebekerjaan lulusan dalam bentuk seberapa besar lulusan terserap, seberapa banyak lulusan vokasi yang langsung bekerja di semester pertama, dan seberapa besar gaji yang didapat oleh lulusan vokasi minimal UMR.
Melalui kegiatan upskilling dan reskilling, substansi-substansi yang ada dalam rapor pendidikan dapat digunakan dalam perencanaan berbasis data (PBD). Hal tersebut dikarenakan rapor pendidikan menyajikan indikator kinerja ekosistem pendidikan dan memunculkan rekomendasi pembenahan apa yang perlu dilakukan, baik di tingkat satuan pendidikan ataupun di tingkat daerah.
Pada saat yang sama, Kepala BBPPMPV Bispar, Sabli, S.H., M.H., memaparkan bahwa program Upskilling dan Reskilling Manajerial bagi Kepala SMK berstandar Industri Tahun 2023 bertujuan untuk peningkatan kualitas SDM serta peningkatan link and match dengan dunia kerja. Langkah tersebut merupakan salah satu dari 10 langkah strategis revitalisasi SMK oleh Kemendikbudristek.
Sabli menyampaikan, “Untuk menghasilkan lulusan yang berkualitas maka perlu adanya seorang kepala sekolah yang berkualitas dalam mejalankan pelaksanaan operasional sekolah. Selaras dengan Perdirjen Pendidikan Vokasi Nomor 20 Tahun 2021 tentang Panduan Umum Pelaksanaan Kegiatan Peningkatan Kualitas dan Kompetensi Pendidik dan Tenaga Kependidikan Vokasi, maka perlu upaya untuk meningkatkan kompetensi kepala SMK.”
Output atau hasil yang ingin dicapai pada kegiatan ini adalah meningkatnya kompetensi manajerial kepala SMK berstandar industri dalam melaksanakan supervisi dan manajerial dengan struktur program pelatihan setara 50 jam pelajaran (jpl). Kegiatan ini juga melibatkan 7 orang Widyaiswara BBPPMPV Bispar yang kompeten di kompetensi manajerial kepala sekolah, SMK-PK yang menjadi tempat benchmarking para peserta pelatihan, dan juga mitra industri yang terkait dalam kompetensi manajerial kepala sekolah.
