GTK – Bencana banjir yang melanda Jakarta dan beberapa daerah di sekitarnya pada awal tahun 2020 menyebabkan kerusakan pada berbagai fasilitas umum termasuk sekolah. Menteri Pendidikan dan Kebudayaan (Mendikbud) Nadiem Anwar Makarim menyampaikan saat ini jajarannya terus berkoordinasi dengan Pemerintah Daerah (Pemda) terdampak banjir dan Badan Nasional Penanggulangan Bencana (BNPB) untuk melakukan pendataan sekolah terdampak banjir.

Selain di Provinsi DKI Jakarta, saat ini tim Kementerian Pendidikan dan Kebudayaan (Kemendikbud) sedang melakukan peninjauan dan pendataan sekolah terdampak banjir di wilayah Kota Tangerang, Tangerang Selatan, Bekasi, Depok, dan Bogor, serta Kabupaten Bekasi, Bogor, Lebak, dan Bandung Barat.

“Selain sekolah, tim juga melakukan pendataan siswa, guru, dan tenaga kependidikan terdampak bencana banjir,” disampaikan Menteri Pendidikan dan Kebudayaan (Mendikbud) Nadiem Anwar Makarim, Jumat (3/1/2020).

Sekretariat Nasional Satuan Pendidikan Aman Bencana (Seknas SPAB) Kemendikbud mencatat (per 3 Januari 2020) terdapat 290 sekolah terdampak banjir di wilayah DKI Jakarta, yaitu 201 terendam banjir, sedangkan 89 sekolah mengalami gangguan pada akses menuju sekolah. Seknas SPAB juga melaporkan 8.420 siswa di DKI Jakarta terdampak banjir.

Sementara itu, dari Kabupaten Lebak, Provinsi Banten dilaporkan 12 sekolah mengalami kerusakan akibat banjir. Dua puluh orang guru dan tenaga kependidikan terdampak banjir bandang yang merendam rumah mereka. “Tim dari Direktorat Pembinaan SMP dan LPMP Banten sudah turun ke lapangan memberikan bantuan awal,” ujar Mendikbud.

Mendikbud mengatakan bahwa saat ini direktorat teknis terkait sedang menyiapkan bantuan berupa tenda sekolah darurat, perlengkapan sekolah, alat permainan edukatif (APE), laptop untuk pembelajaran, serta buku-buku cerita. Kemudian juga disiapkan bantuan berupa layanan psikososial bekerja sama dengan beberapa lembaga.

“Kemendikbud juga sedang melakukan pendataan untuk pemberian tunjangan khusus bagi para guru terdampak banjir yang akan diberikan selama tiga bulan,” ungkap Mendikbud.

“Tunjangan profesi bagi guru terdampak banjir juga tetap akan dibayarkan,” tambahnya.

Terkait rehabilitasi sekolah terdampak banjir, Mendikbud menyatakan akan melakukan koordinasi dan pengkajian terlebih dahulu dengan melibatkan Pemda, BNPB, dan Kementerian Pekerjaan Umum dan Perumahan Rakyat.

Kegiatan Belajar Pascabencana

Mendikbud Nadiem Anwar Makarim meminta Pemda memprioritaskan kesehatan dan keselamatan peserta didik, pendidik, dan tenaga kependidikan dalam situasi darurat bencana. Salah satunya dengan meliburkan kegiatan pembelajaran di seluruh jenjang pendidikan apabila kegiatan belajar mengajar masih belum bisa dilaksanakan seperti semula.

“Selama sekolah diliburkan, guru dapat memberikan tugas-tugas kepada murid sesuai dengan kondisi di lapangan,” jelas Mendikbud.

Sesuai dengan Peraturan Menteri Pendidikan dan Kebudayaan (Permendikbud) Nomor 33 Tahun 2019 tentang Penyelenggaraan Program Satuan Pendidikan Aman Bencana dengan jelas mengatur peran dan fungsi pemerintah pusat, pemerintah daerah, dan satuan pendidikan atau sekolah.

Dijelaskan Mendikbud, pada saat situasi darurat bencana, Pemda bertugas untuk mengaktifkan pos pendidikan sebagai sekretariat penanganan darurat bidang pendidikan di daerah; melakukan kajian dampak bencana pada satuan pendidikan dan kebutuhan penanganan darurat; mengoordinasikan bantuan di sektor pendidikan dari lembaga pemerintah dan nonpemerintah yang mengacu pada pemenuhan kebutuhan minimum hak pendidikan anak di daerah bencana; menetapkan kebijakan layanan pendidikan pada situasi darurat bencana sesuai kewenangannya; dan memfasilitasi proses pembelajaran di satuan pendidikan darurat yang aman, inklusif, dan ramah anak.

Selain itu, Pemda juga bertugas untuk memberikan bantuan kepada satuan pendidikan darurat sesuai dengan ketentuan perundang-undangan; melakukan kajian kelaikan bangunan satuan pendidikan di wilayah terdampak bencana; memberikan dukungan psikososial dalam kegiatan pembelajaran dalam situasi darurat bencana; melaksanakan pemantauan, evaluasi, dan pelaporan penanganan darurat kepada Kementerian; serta menginformasikan perkembangan penanganan darurat kepada masyarakat.

Adapun pemerintah pusat berkewajiban melaksanakan koordinasi bantuan di sektor pendidikan dari lembaga pemerintah dan nonpemerintah yang mengacu pada pemenuhan kebutuhan minimum hak pendidikan anak di daerah bencana dengan memerhatikan ketersediaan dan keterjangkauan fasilitas pendidikan dan fasilitas pendukungnya; proses pendidikan ramah anak dan inklusif; dan kebutuhan pendidik dan tenaga kependidikan.

Dalam rangka pelibatan publik, Seknas atau Sekretariat Bersama (Sekber) SPAB dapat menggalang dukungan masyarakat. Partisipasi Masyarakat sebagaimana dimaksud pada Permendikbud 33 Tahun 2019 dapat berupa fasilitasi program; fasilitasi pendanaan; fasilitasi rehabilitasi dan rekonstruksi; dukungan tenaga ahli; dan/atau fasilitasi sarana dan prasarana pendidikan darurat.
