Transformasi SMK melalui Program Bantuan Pemerintah

Jakarta, Ditjen Vokasi – Percepatan transformasi pendidikan vokasi terus dilakukan. Untuk mendukung percepatan transformasi pada jenjang sekolah menengah kejuruan (SMK), Direktorat SMK, Direktorat Jenderal Pendidikan Vokasi, Kementerian Pendidikan, Kebudayaan, Riset, dan Teknologi (Kemendikbudristek) menggaungkan berbagai program utama dan pendukung. 

Terdapat 5 (lima) program utama bantuan pemerintah yang ada pada bidang Penjaminan Mutu Implementasi Kurikulum Merdeka dan Penilaian untuk mewujudkan transformasi pendidikan SMK di Indonesia ke arah yang lebih baik. Bantuan tersebut antara lain Bantuan Sertifikasi Kompetensi Siswa SMK, Bantuan Pembelajaran SMK Berbasis Industri, Bantuan SMK yang Mengembangkan Pengajaran Berbasis Pabrik Reguler, Bantuan SMK yang Mengembangkan Pengajaran Berbasis Pabrik dalam Rangka Pengimbasan, dan Bantuan SMK yang Mengembangkan Proyek Kreatif dan Kewirausahaan. Sebagai upaya untuk memberikan penguatan pemahaman program bantuan pemerintah untuk jenjang SMK tahun 2024, Direktorat SMK mengadakan webinar dengan tajuk “Sosialisasi Program Bantuan Pemerintah Tahun 2024” pada Rabu (31-01-2024).

Dalam kesempatan ini, Direktur SMK, Wardani Sugiyanto, menyampaikan tiga kunci keberhasilan pendidikan vokasi. Pertama, pendidikan vokasi akan efektif dan efisien apabila penyelenggaraan pendidikannya merupakan replikasi industri. Replika inilah yang sedang disasar oleh pemerintah untuk setiap satuan pendidikan memiliki replika pembelajaran berbasis industri dalam bentuk teaching factory (Tefa).

Kunci kedua ialah pendidikan vokasi akan efektif dan efisien apabila diajar oleh guru yang profesional di bidangnya. Melalui kegiatan upskilling dan reskilling guru vokasi yang diselenggarakan oleh unit pelaksana teknis (UPT) Direktorat Jenderal Pendidikan Vokasi ini, diharapkan para guru SMK dapat meningkatkan kemampuan dan mengembangkan potensi sesuai bidangnya. Ke depan, untuk pengembangan guru vokasi tidak hanya dilakukan di dalam negeri, tetapi juga diarahkan untuk pengembangan guru vokasi selama 6 bulan sampai dengan 1 tahun di luar negeri.

“Ketiga, kita tidak boleh main-main dalam penyelenggaraan pendidikan vokasi. Kita terus berupaya mencari kelengkapan melalui Matching Fund, pembiayaan pemerintah daerah dan pemerintah pusat,” ucap Wardani.

Wardani menambahkan bahwa setiap SMK harus memperkokoh Tefa. Hal ini berlaku untuk SMK yang telah menerima program SMK Pusat Keunggulan dan SMK lain yang sudah memasuki proses pengembangan keunggulannya dalam kegiatan Tefa.

“Penguatan Tefa akan diproyeksikan untuk PKL (praktik kerja lapangan) siswa. Secara bertahap nanti kita bisa kembangkan di tahun 2025—2029. Selama lima tahun kita bisa mencapai 50% siswa PKL di Tefa-nya. Ini dorongan yang akan kita lakukan untuk lima tahun ke depan,” ucap Wardani.

Program Bantuan Pemerintah

Terdapat lima program utama bantuan pemerintah untuk jenjang SMK pada tahun 2024 yang ada pada bidang Penjaminan Mutu Implementasi Kurikulum Merdeka dan Penilaian. Bantuan tersebut antara lain Bantuan Sertifikasi Kompetensi Siswa SMK dan Bantuan Pembelajaran SMK Berbasis Industri. Bantuan sertifikasi ini diberikan dalam rangka penjaminan lulusan SMK untuk dapat diakui oleh dunia kerja, baik di dalam maupun di luar negeri. 

“Harapannya dengan program bantuan ini ialah meningkatnya jumlah siswa dan lulusan SMK yang tersertifikasi sesuai dengan konsentrasi keahlian masing-masing. Program ini menyasar 85 ribu siswa dengan total anggaran 42,5 miliar rupiah. Pendaftaran untuk program dimulai pada 31 Januari s.d. 9 Maret 2024,” ucap Kurniati Restuningsih, Tim Kerja Bidang Penjaminan Mutu Implementasi Kurikulum Merdeka dan Penilaian, Direktorat SMK. 

Bantuan Pembelajaran SMK Berbasis Industri diberikan untuk menyediakan model pembelajaran yang dirancang bersama dunia usaha, dunia industri, dan dunia kerja (Dudika) untuk pemenuhan kompetensi khusus lulusan SMK. Sasaran bantuan ini ialah untuk 25 SMK dengan total anggaran 2,5 miliar rupiah. Pendaftaran dimulai pada 31 Januari s.d. 4 Mei 2024.

Kemudian untuk bantuan SMK yang Mengembangkan Pengajaran Berbasis Pabrik Reguler diberikan dalam rangka mengawali atau mengembangkan pengajaran berbasis Tefa sehingga menghasilkan perangkat ajar pengajaran berbasis pabrik, terselenggaranya model pembelajaran project based learning (PBL), dan mampu menghasilkan barang/jasa yang dapat diserap oleh dunia kerja. Sasaran program ini ialah 25 SMK dengan total anggaran 7,5 miliar rupiah. Pendaftaran program ini dapat dimulai sejak 31 Januari s.d. 6 Maret 2024.

Berbeda dengan program sebelumnya, Program Bantuan SMK yang Mengembangkan Pengajaran Berbasis Pabrik dalam Rangka Pengimbasan ini ditujukan untuk SMK pelaksana program SMK PK atau SMK yang telah melaksanakan pengembangan pengajaran berbasis Tefa. Kriteria SMK yang dimaksud ialah SMK yang berproduksi aktif serta memiliki omzet yang cukup stabil dan ingin meningkatkan layanan pengajaran berbasis pabrik. Total anggaran yang disiapkan sebesar 265 miliar rupiah untuk 265 SMK. Pendaftaran program ini dimulai dari 31 Januari s.d. 27 April 2024. 

Kemudian, untuk Program Bantuan SMK yang Mengembangkan Proyek Kreatif dan Kewirausahaan ditujukan untuk menumbuhkan karakter kewirausahaan siswa SMK serta untuk mendorong sekolah agar selalu berinovasi dalam mengembangkan produk kreatif yang berorientasi pada wirausaha.  “Hasil yang diharapkan ialah berkembangnya kreativitas siswa dalam mengembangkan projek yang bernilai jual, mendorong peningkatan jumlah siswa yang berwirausaha setelah lulus dari SMK dan meningkatkan. Terdapat 240 SMK yang menjadi sasaran dengan total anggaran 12 miliar rupiah,” ucap Laila Nasyaliyah, Tim Kerja Bidang Penjaminan Mutu Implementasi Kurikulum Merdeka dan Penilaian, Direktorat SMK.
